Good idea, this would be very long-term due to the indirect nature of the donations but it is necessary to start from the bottom in order to truly create change.
I think a little of both, but I think it would be more meaningful if society engaged this idea instead of governments (who, at times, tend to operate ineffectively).

Great idea -I most often associate gentrification with negative results but this approach would easily remedy those problems.
